31 Jul 2013 - LGUs among PH’s ‘most competitive’

PAMPANGA -- Pampanga stood out as the only province with two first class municipalities and one city in the roster of the country’s most competitive towns and cities.

The National Competitiveness Council (NCC) named the City of San Fernando as the third among 122 cities covered by the 1st Cities and Municipalities Competitiveness Index, after Cagayan De Oro and Iloilo City. Others in the top 10 are Butuan, Bacolod, Koronadal, San Fernando City (La Union), Olongapo, Naga, and Marikina.

PAMPANGA -- Residents particularly those in Barangay San Agustin Candaba are preparing for another “flooding season,” noting that the water level in the Pampanga River is rising.

The water has been rising beyond its normal level, they said, even though there is no heavy downpour in the area.

PAMPANGA -- Mayor Emmanuel Alejandrino had declared war against drug pushers and gamblers which believed to be operating in the town.

Alejandrino said the campaign on illegal drugs was heightened to protect residents from its adverse effects.

31 Jul 2013 - 6 rebels killed in clash with troops

PAMPANGA -- Six rebels, including a woman, were killed in a clash between the New People’s Army (NPA) and troops of the 3rd Mechanized Infantry Battalion (3rd MIB) and the local police in Barangay Bobon, Caarosipan Tarlac 9 p.m. Tuesday.

Based on the initial report, nine members of the Communist Party of the Philippines/New People’s Army/New Democratic Front (CNN) were chanced upon by joint elements of the 3rd MIB and Tarlac police until a firefight ensued that resulted in six deaths.

30 Jul 2013 - Mayor's trusted man shot dead

PAMPANGA -- Laurence Viray, 47, of Barangay Sua, who worked as secretary of Mayor Dan Guinto of Masantols’s local chief executive was gunned down by still unidentified suspects in Barangay Bebe Anac Monday evening.

According to the police report, Viray was on his way home when he was gunned down by motorcycle-riding suspects around 9:30 p.m. Monday.

30 Jul 2013 - Balibago water ‘not potable'

ANGELES CITY -- The Samahang Taga-Balibago Na Ang Adhikain ay Kalusugan (Sabak) said Tuesday that water coming out from faucets of Balibago Water Systems Incorporated (BWSI) is not potable.

Danilo Consumido, spokesperson of Sabak, said water samples collected from BWSI lines were examined by the Local Water Utilities Administration (LWUA) and were tested positive of harmful elements.

ANGELES CITY -- The Integrated Dance Association of Kapampangans in partnership with the Angeles City Sports Office will be hosting a Dance Leadership Seminar Workshop for Students and Teachers on August 2 to 4 at the Robinsons Starmills.

The event is in coordination with the RDS Entertainment Production Services and the University of the Philippines Dance Sports Society-Diliman.

PAMPANGA -- Members of the City of San Fernando (Pampanga) Lantern Makers Association (CSFP-LMA) are looking at establishing a cooperative to enhance the production of the world renowned “Parul Sampernandu.”

This came after the CSFP-LMA was reorganized on Monday, where a new set of officers were elected by member-craftsmen and plans were set to formalize the group to a government-registered association.

MABALACAT CITY -- Several Aeta groups from Pampanga, Tarlac, Bataan, and Zambales led a rally against massive land grabbing of the tribe’s ancestral domain.

Edwin Danan, spokesman of the Central Luzon Ayta Association (CLAA) said the activity, which is a prelude to Ayta Day (Aeta Day) on August 11 and 12, was held in Tokwing Resettlement Center in Porac town Monday.

PAMPANGA -- Officers of the Pampanga Councilors’ League (PCL) took their oath of office before Gov. Lilia Pineda at the Provincial Capitol Monday, even as they promised to help in the health and social services programs of the provincial government.

PCL president Mike Tapang led officers during the oath-taking that was witnessed by Mirvie Apostol Fabia, provincial director of the Department of Interior and Local Government (DILG), and employees and Capitol’s department heads.

PAMPANGA -- Two police inspectors who assisted a woman in giving birth inside a Five Star air-conditioned bus received their respective "Medalya ng Papuri" during Monday's flag raising ceremony here.

Inspectors Mavidette Ongjunco and Arnel Cera, both undergoing Field Training Program-On the Job Training at Camiling Station in Tarlac, were on board the said bus when Mary Rose Palisoc gave birth while the vehicle was traversing the national highway at the vicinity of Sta. Ignacia, Tarlac.

The victim’s housemaid, a certain Agnes Sanchez, 23, found her employer hanging inside the closet of her daughter.

28 Jul 2013 - City boosts ‘Zero Waste’ campaign

PAMPANGA -- The City Government of San Fernando is boosting its “Zero-Waste” campaign with the distribution of some 150 pedal-powered garbage collection carts in its 35 barangays.

Mayor Edwin Santiago said over the weekend that the waste collection carts will complement the city’s garbage trucks and its existing materials recovery facilities in villages and private subdivisions.

PAMPANGA -- The Rotary Club of Ashikaga East of Rotary International District 2550 based in Tochigi Prefecture, Japan is set to do charity work among indigent beneficiaries in Pampanga on November 20 to 24 this year.

The group told they will host a medical, dental and supplemental feeding mission and continue to support other programs like the Livelihood Program of the HAVEN in Magalang town.

PAMPANGA -- Police Regional Office in Central Luzon (PRO-3) under the leadership of its Regional Director Edgardo Ladao donated a total of 39,000 cc. of blood to the Philippine Red Cross-Pampanga Chapter in line with the observance of the 18th Police Community Relations (PCR) Month and National Blood Donors Month.

The Bloodletting activity which was spearheaded by the Regional Police Community Relations headed by its chief, Senior Superintendent Romeo De Castro, was held at the PRO3 Multi-Purpose Hall of this camp Olivas over the weekend, wherein a total of 79 PRO-3 police personnel donated blood.

PAMPANGA -- A woman gave birth inside a bus along the national highway in the vicinity of Sta. Ignacia, Tarlac, on Friday morning, according to reports.

Tarlac Police Office Director Senior Superintendent Alfred Corpus said, in a text message, the woman identified as Mary Rose Palisoc, a resident of Bugallion, Pangasinan, gave birth inside a 5-Star passenger bus bound for Pangasinan.

PAMPANGA -- Mayor Emmanuel Alejandrino has recently sought the help of the Provincial Government of Pampanga on the full development of the Arayat National Park into a main tourist destination in Central Luzon.

Alejandrino, during a visit on Thursday, told Governor Lilia Pineda that he is eyeing a public-private partnership in order to "bring back the old glory of the park."

ANGELES CITY -- Senior Superintendent Eden Ugale, Angeles City acting city police director, identified the suspect as Tu En Chang, 42, presently billeted at Haven Hotel located in Barangay Pulung Maragul, Angeles City.

Ugale said members of Police Station 4 were conducting surveillance along Henryfel Street in Barangay Balibago when they chanced upon a drug transaction.

25 Jul 2013 - Informal settlers in Marimla Creek get aid

PAMPANGA -- Some 59 informal settlers living along the banks of Marimla Creek in Barangay Concepcion received emergency shelter assistance worth P590,000 from the Capitol on Wednesday.

The P10,000 per family cash aid is meant for their relocation since the Department of Public Works and Highways (DPWH) is set to start the Contract Package 1 involving the improvement of the local drainage system of Marimla Creek, said Gov. Lilia Pineda.

ANGELES CITY -- The PhilHealth Insurance Corporation (PHIC) recently handed P1 million to the City Government as payment for the primary care benefit package offered by accredited health units in this city.

PhilHealth Region 3 Branch Manager Arsenia Torres said the cash transfer is intended for more than 4,000 enrollees in the city who are listed under the National Household Targeting System (NHTS) and are under the Pantawid Pamilyang Pilipino Program (4Ps) of the national government.

24 Jul 2013 - Friends, students remember slain Kapampangan nurse

ANGELES CITY -- Thirty-three-year-old Erano Santos moved to the United States early last year to fulfill his dreams and work as nurse. Less than a year later, he was found dead after he was shot by still unknown assailant -- leaving his family, friends and former students here devastated and saddened with his untimely death.

Chris Garcia, a long-time friend of Santos, said the victim was always a friend who easily made others laugh. He added that Erdy, as they fondly called him, touched so many lives during his teaching stint at Holy Angel University.

24 Jul 2013 - DENR readies 10M trees for Central Luzon

PAMPANGA -- Officials of the Department of Environment and Natural Resources (DENR)-Central Luzon region said that 10 million seedlings of different trees are ready for planting in various areas in the region.

The planting of forest and fruit trees, bamboo and rattan in degraded forestlands, watersheds, streambanks and urban areas in the region is in line with the government’s National Greening Program (NGP).

PAMPANGA -- A joint proposal for the establishment of Pampanga State Agriculture University (PSAU) satellite campus in Arayat town was reached by the Provincial Government and the local government unit during a meeting at Capitol Wednesday.

Gov. Lilia Pineda and Arayat town Mayor Emmanuel Bonifacio Alejandrino agreed to have the extension campus of the state university constructed in an area at the back of the Municipal Hall.

PAMPANGA -- The local government unit of Mexico is set to create an “investment window” to draw more investors and boost security and tourism of the town under the administration of Mexico town Mayor Roy Manalastas.

Manalastas said the “show window” to Mexico will be initialized with the lighting of the main stretch from the boundary at SM City Pampanga to the town proper.

23 Jul 2013 - PGKM: Luciano yet to account for earlier P1-B loan

ANGELES CITY -- The Pinoy Gumising Ka Movement (PGKM) has questioned the fresh loan being sought by the Department of Transportation and Communications (DOTC) for the upgrade of the Clark International Airport (CIA).

PGKM chair Ruperto Cruz said Clark International Airport Corp. (CIAC) President and CEO Victor Jose Luciano has yet to account for the P1 billion loan acquired from the Land Bank of the Philippines (LBP) last year and already another fresh P1.3-billion loan is being sought. The CIAC is an attached agency of the DOTC under Executive Order 64 signed by President Aquino in December 2011.

ANGELES CITY -- The Kilusang Magbubukid ng Pilipinas (KMP) lamented yesterday Pres. Aquino’s “one-liner” on Hacienda Luisita in his State-of-the-Nation Address (SONA) as indication of his family’s intent “to circumvent land distribution” in the estate.

Reacting to the President’s SONA, the KMP also expressed disappointment over his failure to bring up the issue of rice price hike and the return of the “coco levy” fund to planters.

23 Jul 2013 - Oca not keen on sponsoring resolution asking House to take CGMA into custody

CLARK FREEPORT -- Rep. Oscar S. Rodriguez (3rd District, Pampanga) is not keen on sponsoring a proposed resolution seeking to transfer Rep. Gloria Macapagal-Arroyo (2nd District, Pampanga) from hospital arrest into the custody of the House of Representatives. The resolution is now being circulated in the province.

However, Rodriguez said he loves CGMA and that he was a party to her assumption to the presidency.

In a press release, Mayor Marino Morales said SM’s Henry Sy will support the development of a new multi-level Mabalacat Public Market right at the site of the old, crowded, dilapidated one along MacArthur Highway in Barangay San Francisco.

22 Jul 2013 - Big business, trade groups bat for Clark as 2nd airport

CLARK FREEPORT -- To put the issue of Clark as the second international airport of Manila in the government’s radar, big businesses and trade groups signed last July 17 a resolution urging the Aquino administration to forge ahead with the required infrastructure to ensure that this dual airport is able to adequately serve the entry late this year of big- bodied planes from the Middle East and other parts of the world.

The resolution signing by 20 big businesses and trade groups came a week before President Aquino’s State of the Nation Address to ensure that he comes out with a concrete policy and push funding for the infrastructures needed to make Clark as a more efficient dual airport of Manila, similar to what other key cities in the globe did to their second or third airports.

PAMPANGA -- Former Candaba Mayor Jerry Pelayo on Sunday said he is set to file a motion for reconsideration before the Office of the Ombudsman, after the criminal and administrative charges filed against Clark International Airport Corp (CIAC) president and CEO Victor Jose Luciano and 10 others were dismissed.

The charges rooted from the demolition of old buildings inside the Clark Freeport Zone, the materials of which were donated to Aeta groups.

Mayor Roy Manalastas, said on Friday, that the Local Development Council (LDC) is now re-aligning funds for the purchase of an additional dump truck which will complement three smaller garbage trucks needed to successfully emulate Mabalacat City’s system of recycling and wisely transforming solid waste into “Holcimables.”

20 Jul 2013 - Yabut mulls measures to save Pampanga River

PAMPANGA -- Fourth District Board Member Ricardo Yabut is set to file an ordinance meant to save Pampanga River and other waterways in the province.

During the Provincial Board’s regular session on Friday, Yabut said he is currently working with Environment and Natural Resources Committee chairman and fellow fourth district colleague Nestor Tolentino on the legislative measure that will require village officials “to be responsible in cleaning up their respective waterways.”

Based on a unanimous approval of the appointment resolution last Friday, confirmed were Provincial Administrator Andres Pangilinan Jr., Provincial Legal Counsel Cecil Andin, and Provincial Social Welfare and Development (PSWD) officer Beth Baybayin. SUBIC BAY FREEPORT -- Ocean Adventure Subic announced over the weekend that one of its bottlenose dolphins gave birth last week (July 7) to a healthy calf, making it the first live birth in the country.

In a statement, Ocean Adventure said “Vi”, an 11-year-old bottlenose dolphin, gave birth to a healthy 1-meter long calf which weighs approximately 12 kilos.
